A server-based network consists of a group of user controlled Workstations that receive data from centralised source (server). Servers are generally Higher Spec pc then your usual workstation.
For larger business 10+ workstations a server based network is the way to go it provides better flexibility than a peer to peer network and when traffic becomes too intense all you have to do is add another server.
